Hi this showing lark is very new to me and i know that the exhibitor has to be the registered owner of the dog (is that correct?). But does it have to be the exhibitor that handles the dog in the ring? Or can someone else handle the dog in the ring? If so does the handler have to be named by exhibitor at the time of making their entry.

The registered only is the only person who can enter the dog, the entry form has to be signed by the registered owner.
Anyone can handle your dog in the ring for you. I have seen catalogues stating "handling for" but it's not compulsory to do this. Often if two dogs owned by the same person are in either the same class or the challenge they need someone else to handle one for them.

usually at champ shows if you put "handled by" it means you get benched with that person instead of under your own name - it isnt compulsory though

Yes, anyone can handle the dog - I've had clashes in classes and thrown the lead at the nearest person I know. I've also gently suggested to friends that I might take their dog in the next class after he'd completely run amok and reduced the poor girl to tears! (dog knows what to do but just tries it on and they are too soft on him!)

There's another scenario when catalogues will state "handling for" One of my show dogs is NOT registered in my name, she is registered to the breeder, and will remain so until she's had pups. Yet this dog lives with me permanantly and is shown by me, and I pick which shows to enter and enter them myself -hence I have to enter as "Owned by x, handled by y".

That might come in handy, I have a friend who is useless at remembering to enter on time, I've been wondering about entering her dog on her behalf to save her always missing the shows!

I know people who enter for friends online as they don't have access.

Makes sure that when your travel to shows together you are both enterd! :D
